Resolutions of the Nigerian Bar Association National Executive Council (NBA-NEC)


At its quarterly meeting in Enugu yesterday, the National Executive Council (NEC) of the Nigerian Bar Association (NBA), chaired by the President, Mazi Afam Osigwe, SAN, deliberated on key issues affecting the legal profession, governance, and human rights in the country. After extensive discussions, the Council reached the following resolutions

Mandatory Continuing Legal Education (MCLE):
Despite opposition from some lawyers, the NEC resolved that the MCLE programme will continue to be implemented in line with the law and previous approvals granted by the Council.

Dehumanisation of Comfort Emmason by Ibom Air:
The NEC condemned the ill-treatment of Ibom Air passenger, Comfort Emmason, and commended the NBA President for his swift intervention.

Assault on NYSC Member, Jennifer Edoho:
The NEC strongly denounced the assault on corps member Jennifer Edoho by the Anambra State Vigilante (Agunechemba) group. It backed the NBA President’s directive for the Section on Public Interest and Development Law (SPIDEL) to pursue justice for her.

Nigerian Police Force Central Motor Registry (NPF-CMR):
The NEC criticized the recently introduced NPF-CMR programme, which requires motorists to re-register their vehicles online at high costs. It described the initiative as extortionate and stressed that the Police are not a revenue-generating agency. The Litigation Committee has been instructed to challenge the scheme in court within days.

Enforcement of Tinted Glass Licence:
The NEC rejected the Nigerian Police’s enforcement of tinted glass licensing and resolved to contest the legality of this practice in court.

DSS Interrogation of SAN-Designates:
The NEC condemned the Department of State Services (DSS) for summoning SAN-designates for questioning. While acknowledging the value of background checks, it held that the DSS approach is arbitrary, unlawful, and beyond its powers.

Appointment of NBA Trustees:
The NEC renewed the tenure of Trustees whose terms expire at the end of the month and appointed Peter Ape, SAN, to replace the late Yunus Ustaz Usman, SAN, who died on September 11, 2024.
